Approved Standard Organisation Of Nigeria (SON) Charges
APPROVED PROCEDURES FOR PROCESSING SON’S INPUTS FOR FORM ‘M AND PAAR
In order to ensure that only products meeting applicable quality requirements are imported into Nigeria, samples of imported consignment shall be drawn for Laboratory Analysis, either at the Ports complex nationwide or at Importers Warehouse.
As a follow-up to the samples drawn for analysis, payment of Port Inspection Fees shall now be collected prior to arrival of the consignment into Nigeria to prevent delay in clearance of cargo at all Ports. In view of this development, collection of Port Inspection Fee is now a mandatory requirement prior to activation of SONCAP Certificates and Import Permits to NICIS as input for processing PAAR. Importers are to ensure strict compliance with this directive.
The approved Port Inspection Fees are as follows

Importers of White Petroleum Products (Fuels Only) are to apply for Import Permit, attaching their DPR Approval Certificate, as input for FormM and PAAR with ‘NO FEES’ attached until 1st December 2015 from which the presentation of SON Product Certificate as input for FormM and SONCAP Certificate as input for PAAR processing shall be a mandatory requirement.
From 10th December 2015, any SON regulated product not accompanied with SONCAP Certificate shall be made to comply as follows:
- Payment of #250,000 minimum (excluding Port Inspection Fees)
- Consignment shall be escorted to SON’s warehouse pending when result of Laboratory Analysis comes out.
- Importer shall be responsible for the Laboratory Analysis Cost.
- Importer shall be responsible for all logistics cost.
- Importer shall be responsible for cost of corrective actions, rectifiable non- conformities were identified during Laboratory Analysis.
- Importer shall be responsible for the cost of destruction and other applicable cost if the products were found to be substandard and unsafe for consumer use.
